1. Introduction

This report presents a reference architecture for the Standard Satellite Control Segment (SSCS). The SSCS is defined by a set of requirements developed by Air Force Space Command (AFSPC) and the Air Force Space and Missile Systems Center, Satellite Control and Launch Systems Program Office (SMC/CW). This requirements document, called the SSCS Functional Requirements Document (FRD) (see [1]), describes the general Telemetry, Tracking, and Commanding (TT&C) requirements considered common to all satellite programs. The SSCS FRD includes a small set of performance requirements and a set of functional requirements related to mission planning, telemetry processing, satellite commanding, orbit analysis, attitude processing, simulation, and resource management.
