This represents the capability of the programmers who will be working on
the software product. The ratings are expressed in terms of percentiles
with respect to the overall population of programmers. The major factors
which should be considered in the rating are ability, efficiency,
thoroughness, and the ability to communicate and cooperate. The evaluation
should not consider the level of experience of the programmers
(it is covered by other factors) and it should be based on the capability
of the programmers as a team rather than as individuals.
