Background:
The CS department is responsible for giving out hundreds of D-Clearences every semester. It has become extremely burdensome for the CS department to do so in the later years due to increase in the cs graduate student population. At this point the CS department has an online system which takes in requests from students. These requests however have to be processed manually making it a time consuming affair.

Problem:
The CS department would like a fully automated D Clearence system which would be able to:
- Take in student requests online
- Automatically process the requests according to the rules set by the CS department policies (for eg. if a student is already registered in 3 courses he cannot obtain the D clearence for an additional course)
- Provide an interactive backend for administrators to work with. It should enable the administrators to override the rules in specific cases, and print reports for the department such as information of students in a class etc.
