Background:
CSE has many tools available for download off the website. Currently, the new site only tracks the number of people who come to each tool download page and not the actual number of tools being downloaded.

Problem:
CSE would like a generalized approach, including easy addition and modification of tool information, to keep track of the all tool downloads that take place from our website and who is doing the download. Additionally, we need an easy way for people who are having trouble downloading a tool to contact the appropriate person.
- A method and approach for tracking downloads of COCOMO II already exists as a prototype.

Constraints:
Also the team will need to make sure that the tools that are being downloaded from the “Affiliate Private Area,” as well as the public area, are being tracked.

Desired Deliverables:
At the end of 577 I would like to have a tool in place that tracks tool downloads from the cse.usc.edu.
